Mr. Carrow is admitted to practice before the following courts: All state courts of California (1958) and New York (1983); all courts of England and Wales, including the the Supreme Court, consisting of the Crown Court, the High Court of Justice and the Court of Appeal. Mr. Carrow also has access to the House of Lords, the ultimate appellate authority for the entire United Kingdom (1981) and is a member of the bar of the United States Supreme Court (1978). He is admitted to practice before the U.S. Federal Court of Appeals for the 9th Circuit (1977), 10th Circuit (1986), Federal Circuit (Washington D.C.) (1991) and The United States Claims Court (1991). In California, he is admitted to practice before the United States District Courts for the Northern District of California (San Francisco, Oakland & San Jose), Central District of California (Los Angeles), Eastern District of California (Sacramento & Fresno) and the Southern District of California (San Diego).
